Abandoned cars – with tires gone, chrome stripped away, and windows smashed – have become a common sight on the city‟s streets. In 2000, more than 72,000 were deposited at curbs by owners who never came back, an increase of 15,000 from the year before and more than 30 times the number abandoned a decade ago. In January 2001, the city Environmental Protection Administrator asked the State Legislature to pass a law requiring a buyer of a new automobile to deposit $100 and an owner of an automobile at the time the law takes effect to deposit $50 with the State Department of Motor Vehicles. In return, they would be given a certificate of deposit which would be passed on to each succeeding owner. The final owner would get the deposit money back if he could present proof that he has disposed of his car in an environmentally acceptable manner. The Legislature has given no indication that it plans to rush ahead on the matter.
