In January 2001, the city Environmental Protection Administrator asked the State Legislature to pass a law requiring a buyer of a new automobile to deposit $100 and an owner of an automobile at the time the law takes effect to deposit $50 with the State Department of Motor Vehicles. In return, they would be given a certificate of deposit which would be passed on to each succeeding owner. The final owner would get the deposit money back if he could present proof that he has disposed of his car in an environmentally acceptable manner.
