अनुवाद:
स्वायम्भुव मनु के वंश में अंगनामक राजा हुए। वे दयालु और धर्म में रत थे। उनका वेन नामक पुत्र हुआ। वह क्रूर और अधर्म-युक्त था। उसके द्वारा यज्ञ-दानादि सत्कर्म निषिद्ध कर दिए गए थे। दुर्जनों का सत्कार और सज्जनों का अपमान किया जाता था। चोरी आदि प्रवृत्तियाँ सर्वत्र आरंभ हो गई।
सज्जनों का धन और धान्य दुर्जनों के द्वारा चुरा लिया गया। यज्ञ-कर्मों के अभाव से अकाल पड़ गया। यह भूतल यज्ञ-दान-रहित और धर्म-हीन हो गया।
इस दुर्दशा में प्रजा के रक्षणार्थ ऋषि प्रवृत्त हुए। उनके द्वारा वेन को दण्ड दिया गया तथा मार दिया गया। तदनन्तर ऋषियों ने उसके पृथु नामक पुत्र को राज्यासन पर स्थापित किया। पृथु दयालु और धार्मिक थे। वेन के शासन में पीडित प्रजा ने धार्मिक पृथु को उपस्थित किया जिनका राज्याभिषेक हो चुका था। क्षुधार्त प्रजा के पालन के लिए अन्न अपेक्षित था। भूतल यज्ञ-दान-रहित एवं धर्महीन था।
उस प्रकार के धरातल को देखकर पृथु उसे दहन करने हेतु तत्पर हुए। तब यह भूमि गाय का रूप लेकर पलायन करने के लिए तत्पर हुई। पृथु उसके पीछे-पीछे गए। अन्त में एक स्थान पर जाकर भूमि ने कहा - मैं क्या करूँ। पृथु ने भी उससे (गोरूप पृथ्वी) कहा स्थावर एवं चैतन्य (जीव) को उसकी इच्छित वस्तु प्रदान करो। भूमि भी वैसा ही हो (तथास्तु) कहकर वहाँ खड़ी हो गई। पृथु ने उस गोरुप भूमि का दोहन किया।
इस दोहन कर्म में अन्न के रूप में अत्यधिक दूध प्राप्त हुआ। उस अन्न से पृथु के द्वारा प्रजा का संरक्षण किया गया और प्रसन्नता (प्रजा-हित-कार्य) प्रदान की गई।

और पालित भूतल का उसे शरद एवं वर्षा ऋतु में नियत-काल और नियत परिमाण में दोहन करना चाहिए। इस प्रकार ही कृषि-कर्म में प्रवृत्त प्रजा को भी अपने भूतल का उसी प्रकार पालन करना चाहिए। पालित धरातल का नियतकाल और नियत परिमाण में दोहन करना चाहिए।

अनुवाद : अत्यधिक अन्न की प्राप्ति हेतु लोभी यह मानव यदि इस भूमि की रक्षा न करे तो हानि ही होगी। अनाज, खेती और गोपालन ये सब व्यापार है, भूतल की रक्षा न होने पर नष्ट ही होते हैं। (इस विषय में) इसमें संशय नहीं है।
