आकाश एक गाँव में रहता है। उसके गाँव में पानी की कमी है। ग्रामीणों ने बरसात के मौसम में प्रत्येक पानी की बूंद को बचाने का निर्णय लिया। उन्होंने जैसे ही बरसात शुरू हुई, इस उपाय को क्रियान्वित करने का निर्णय किया। यह समाचार अखबारों में छप गया। आकाश को इस संदर्भ में अपनी चचेरी बहन पूजा का पत्र मिला। वह उसको शीघ्रता से उत्तर देता है:

27 अक्टूबर, 2017 मैं बहुत प्रसन्न हूँ तुम्हारे जल सरंक्षण के उपायों पर लिखे पत्र से । तुम्हारे आसपास घट रही घटनाओं से तुम जागरूक हो। मैं तुम्हारी प्राकृतिक संसाधनों को लेकर उत्सुकता और चिंता की सराहना करता हूँ। इसे जारी रखो। ये गुण तुम्हें अवश्य एक ज़िम्मेदार नागरिक बनने में मदद करेंगे। तुमने सही अनुमान लगाया कि मैं अपने गाँव के 'जल संरक्षण कार्यक्रम के उद्घाटन समारोह में सम्मिलित हुआ ।

संरक्षण शब्द का अर्थ है किसी चीज़ को बचाना। यह कोई प्राकृतिक संसाधन जैसे- पानी, ऊर्जा, मिट्टी, पौधे और जानवर हो सकता है। जल सरंक्षण का अर्थ है तालों, कुँओं और मैदानों का जल भूमिगत जल स्तर बढ़ाकर संरक्षित करना । हम एक चुनौतीपूर्ण युग में रह रहे हैं। पेड़ों की अंधाधुंध कटाई और जंगलों के विनाश का परिणाम अल्पवर्षा हुआ है। इससे जल की लगभग हर जगह कमी हो गई है जो फसलों की खेती को बुरी तरह प्रभावित कर रही है। प्यासी मिट्टी से हम कैसे खुश हो सकते हैं? अगर खेतों को अधिक मात्रा में पानी नही मिलता है, तो भोजन का उत्पादन प्रभावित होता है और गाँववासी शहरों की तरफ बसना शुरू कर देते हैं। शहरों में लोग ठसाठस भर जाते हैं जिसके परिणामस्वरूप वायु और जल प्रदूषण होता है।

सरकार ने समाज के सभी वर्गों को आगे आने और पानी की प्रत्येक बूंद को बचाने के लिए प्रेरित किया है। हम खाली होती और सूखती नदियों, तालाबों, कुँओं और ट्यूबवैलों के साक्षी हैं। हमें शांत नहीं बैठना चाहिए। 'जल संरक्षण कार्यक्रम के अन्तर्गत हम सभी स्तरों पर वर्षा जल संचयन के प्रयास कर रहे हैं। किसानों को उनके खेतों के चारों तरफ 'मेड़' या 'बंध' बनाकर पानी को इकट्ठा करने को कहा जाएगा। इसी तरह जल स्रोत जैसे कुँओं और तालाबों को और गहरा एवं साफ किया जाएगा। पुराने बाँधो की मरम्मत होगी और नदियों के ऊपर नए बाँध बनाए जाएगें ताकि हम और अधिक जल संरक्षित कर सकें । कितना अद्भुत दृश्य होगा जब हमारे कुँए, तालाब और नदियाँ पानी से भरे होंगे और बच्चे अपने गाँव के तालाबों में तैराकी करते दिखाई देंगे। ट्यूबवैल अपने आप ही भर जाएँगे और पूरे साल हमें निरंतर पानी देते रहेंगे।

मैं यह उल्लेख करना चाहूंगा कि सरकार सब कुछ अकेले नहीं कर सकती। इसी प्रकार, नारे लगाने से भी कोई मदद नहीं मिलेगी। पानी सभी लोगों के लिए अति आवश्यक है। इसलिए हम बच्चों के साथ-साथ सभी को 'जल संरक्षण कार्यक्रम' में भाग लेना चाहिए। मैंने सभी लोगों को स्वेच्छापूर्वक आगे आते और इस नेक काम में साथ-साथ काम करते देखा है। आशा करता हूँ कि जो मैंने इस पत्र में लिखा है तुम्हें इससे लाभ होगा। इसे अपने दोस्तों के साथ भी बाँटना। अन्य ज्वलंत विषयों पर जानकारी पाने के लिए पत्र लिखती रहना। कृपया परिवार में सभी को मेरा सम्मान दे देना। तुम्हारा भाई आकाश
