CBSE Board Exams 2020: Attendance rules revised for Class 10, 12 students : The Central Board of Secondary Education (CBSE) has announced new rules to deal with the cases of short attendance of students of all its affiliated schools. The board has issued a set of instructions which is mandatory for all the schools to submit the attendance the report of the students to the board. After seeking the report, board will take the final decision on allowing students to appear in the CBSE board examinations. 


Students who fail to make at least 75 per cent attendance will not be allowed to sit in Class 10 or Class 12 board exams in 2020. The CBSE board has brought revised attendance guidelines for students of class 10th and 12th on cbse.nic.in to monitor their performance in examinations.

According to the board officials, students were unable to submit the necessary documents and certificates during 2019 exams. Apart from this, schools also have failed to submit these details of the students. All cases of low attendance of students will now have to be mandated by schools with supporting documents to CBSE and a final call will be taken by the board as per the bye-laws.

According to board officials, the analysis of the 2019 result indicated that low attendance students performed poorly in the examinations, forcing CBSE to take stern action. Therefore, the board has developed the Standard Operating Procedures (SOPs) to deal with these kinds of short attendance cases.

CBSE’s new rules on low attendance:

  1. As per norms, students can avail exemption on reasons of chronic illness, loss of mother or father or causes of similar nature, besides authorized participation in sports at national and international level. 
  2. Each academic session, schools must compile attendance by January 1 and identify cases of short attendance. The cases with supporting documents have to be sent to the CBSE Regional office till 7th January.
  3. The board has designed the SOP to deal with students with less than the prescribed percentage of attendance. These are complied with by schools, students and parents. Officials said the schools were requested to inform students and parents about the status of information and rules. 
  4. According to the CBSE officials, the schools will be informed by the regional office about any further information and any deficiencies in the documents. Schools must meet the requirements before the predefined deadline. The last date of all the approvals will be 7th February.

Indeed, Rule 13 of the Board Examination Bye-laws specify the attendance requirements of a student to appear for the CBSE Class 10, 12 examinations, while Rule 14 of the Examination Bye-laws stipulates the percentage of attendance.

However, in the past, it was observed that students, parents and school attendance were not strictly following the rules. They were not submitting the required documents and certificates of the competent authority seeking exemptions in attendance. Schools are also not sending all cases of low attendance to CBSE. Low attendance students were observed to perform poorly in board exams.
