CBSE May Not Scrap Moderation Policy

The moderation policy may not be canceled by CBSE. The state boards are not able to reach an agreement. They do not want their students to be at a disadvantage for undergraduate admissions.

The moderation policy may not be canceled by The Central Board of Secondary Education (CBSE). The state boards have not reached an agreement on the issue as the students may suffer in undergraduate admissions. In the meeting of Governing Body of CBSE, there was a discussion of the agreement among the state boards. As a senior official said, "We are completely in favor of scrapping inflation of marks in order to maintain pass similarity with previous years' results. However, doing it without can sent from other boards will put our students in a disadvantageous position


CBSE and 32 other boards had decided on an agreement on discarding of the moderation policy in a meeting on April 24.

The Delhi court does not want CBSE to give up the policy. It added it was not advisable to start the change in the middle. CBSE was thinking of challenging the high court order. However, the legal advisors did not advise it. The Supreme Court may not give the desired permission and the results may get delayed. The official also added, "There is a clause in our bylaws that in order to maintain near parity of pass percentage of students vis-a-vis previous years, the board can give extra marks which do not reflect the actual performance. We want to scrap this.”


The center wants to be sure that the marking system is uniform for all students of CBSE class XII exam in 2018. So a panel has been set up. All school boards of India have been asked to stop “inflating marks” under the “often abused practice” which leads to “unusually” high score.
The panel - Inter Board Working Group (IWBG) headed. CBSE chairperson, Rakesh Chaturvedi is also the head of the panel Inter Board Working Group (IBWG). It has members from Gujarat, Jammu, and Kashmir, Kerala, Telangana, Chhattisgarh, Manipur and ICSE boards. It will look into the problems and issues from the decisions taken in the meeting held on April 24th.

The IWBG will meet in July again. CBSE has also set up two committees to study the shortcomings of the evaluation procedure. The students were complaining about the faults found in the evaluation of the Class XII results. The work of these two committees was also discussed in the meeting. They are supposed to submit their report on the evaluation process by August and September.  The board was planning to allow class X students to take a vocation subject as the sixth subject. The Governing Body has approved it. It will be under the remodeled assessment scheme which is under the National Skill Qualification Framework (NSQF).
